International envoys seek to restart Mideast talks (AP)

Israel said on Tuesday it has instructed its military to send help to Turkey to cope with an earthquake that has killed more than 400 and made tens of thousands homeless, following a request from Ankara. Israel first offered help on Sunday, when the earthquake struck, as a humanitarian step also seen as possibly easing strains over Israel's killing of nine Turks on board a Gaza-bound flotilla last year.
